RT-AC66R problem – please help

Hi,

I have RT-AC66R router that does not work. I bought it that way so I do not know what really happen. When I power it up I get 4 blue lights – see attached photo. Those 4 lights stay on all the time regardless of what I do accept power light.

So far I tried factory reset: by holding reset button and turning power on. I get the Power light to bling but once I release reset button it goes to solid ON.

I tried all 4 ports to ping no response.

I found on net procedure to set network card...
